As of 25 October 2026, the clearest crypto trends of the year are about rules and market plumbing, not price. On 21 October the US bank regulator (the OCC) finalised its stablecoin rule under the GENIUS Act, and it takes effect on 18 January 2027. In September the SEC gave tokenized stocks a five-year exemption to trade on-chain. Also in September, the main US market-structure bill, the CLARITY Act, failed in the Senate. Meanwhile Bitcoin trades around $80,400, about 36% below its October 2025 all-time high. Spot Bitcoin ETFs have taken in about $57.4 billion in total, and tokenized real-world assets hold about $39 billion. The rules and infrastructure have moved forward, but prices have not followed.

The numbers as of late October 2026
| Measure | Figure | Date and source |
|---|---|---|
| Bitcoin price | about $80,386 | CoinGecko, 25 Oct 2026 |
| Bitcoin market cap | about $1.616 trillion | CoinGecko, 25 Oct 2026 |
| Bitcoin all-time high | $126,080 (6 Oct 2025); price now 36.2% below | CoinGecko |
| US spot Bitcoin ETFs, total net inflow since launch | $57.43 billion | SoSoValue via TokenPost, 20 Oct 2026 |
| US spot Bitcoin ETFs, total net assets | $106.28 billion | SoSoValue via TokenPost, 20 Oct 2026 |
| Tokenized real-world assets, distributed value | $39.01 billion (+0.89% over 30 days) | RWA.xyz, 25 Oct 2026 |
| Tokenized real-world assets, represented value | $389.22 billion (+7.90% over 30 days) | RWA.xyz, 25 Oct 2026 |
| Stablecoins, total value | $289.56 billion (−1.86% over 30 days) | RWA.xyz, 25 Oct 2026 |
Different data providers count things differently. Stablecoin totals, for example, range from about $290 billion to $300 billion depending on the tracker. Use one source and stick with it when you compare across time.
Trend 1: US stablecoin rules are almost in force
The GENIUS Act (S. 1582) became law on 18 July 2025. It created a federal framework for payment stablecoins. On 21 October 2026 the OCC issued Bulletin 2026-50, its final rule under the Act. The rule takes effect on 18 January 2027.
The rule adds a new 12 CFR Part 15. It covers:
- reserve assets
- redemption and risk management
- audits and reports
- custody
- capital and an operational backstop
- supervision of foreign issuers
- a transition path for state-qualified issuers
It applies to national banks, federal savings associations, federal branches and their subsidiaries. It also applies to nonbank firms that want to become federally qualified payment stablecoin issuers, and to foreign issuers. Anti-money-laundering and sanctions rules are not in this rule. The OCC and the US Treasury will cover them in a separate rulemaking. Treasury and the Federal Reserve have issued their own proposals, which are not yet final.
Why it matters: from January 2027, issuing a dollar stablecoin in the US becomes a supervised, bank-style activity with defined rules on reserves and redemption. The rule does not make any particular stablecoin risk-free. It sets the standards that issuers will be examined against.
The EU's Markets in Crypto-Assets Regulation (MiCA) has applied in full since 30 December 2024. Its transitional period for existing firms ended on 1 July 2026, according to ESMA.
Trend 2: Tokenized stocks get a US trading channel
On 17 September 2026 the SEC issued what it calls an "Innovation Exemption" (Release No. 34-106402). It lets qualifying "tokenized securities venues" trade tokenized National Market System stocks without registering as exchanges. The exemption lasts five years. According to A&O Shearman's summary of the order, the conditions include:
- Smart contracts must be auditable, public and deployed on a public, permissionless ledger. The venue must be a US person.
- Token holders must get the same economic, dividend, voting and liquidation rights as holders of the underlying stock.
- Issuers have 30 days to object before a third party tokenizes their stock. Primary issuance is not allowed.
- Volume caps apply: 75 symbols and 0.25% of average daily volume for Tier 1 stocks, and 250 symbols and 2.5% for Tier 2.
- Trading stops when the underlying stock halts. Borrowing or credit to buy the tokens is not allowed.
- A separate exemption from dealer registration covers liquidity providers in automated market-maker pools on these venues.
Why it matters: this is the first US route for on-chain trading of tokenized equities. It is narrow and temporary, though. It is an agency order, not a law, and the caps keep it small at first.
Trend 3: Tokenization is growing, but most of it is record-keeping
RWA.xyz reports two figures, and they are very different:
- Distributed value ($39.01 billion): tokenized assets that can move between wallets on public chains. This figure grew only 0.89% over the past 30 days.
- Represented value ($389.22 billion): assets that are recorded on a blockchain but not freely transferable. This figure grew 7.90% over the same 30 days.
By number of tracked assets, credit (190) and rates (139) lead, followed by commodities (87) and equities (64). The largest tokenized US Treasury funds hold about $2.2 to $2.4 billion each.
Why it matters: right now, institutions mostly use blockchains as a record of who owns an asset. Fewer assets can circulate freely on-chain. Headlines often quote the larger number. The $39 billion figure is the one that measures assets an on-chain user can actually hold and move.

Trend 4: ETF flows turned positive again in October
US spot Bitcoin ETFs had taken in $57.43 billion in total net inflows by 20 October 2026, with $106.28 billion in assets (SoSoValue data). Early October brought net outflows. The month turned positive after several days of inflows around 21 October. Daily figures differ slightly between data providers.
How to read it: flows show how institutions are positioned, but they swing both ways. Outflow streaks earlier in 2026 coincided with price weakness. Flows tell you what happened, not what will happen.
Trend 5: The CLARITY Act stalled
The CLARITY Act would set out how US crypto markets are regulated, including how oversight is split between the SEC and the CFTC. The House passed it in July 2025. On 15 September 2026 a Senate cloture vote on the motion to proceed fell short of the 60 votes needed. Republican Senators Collins, Hawley and Moran voted against it, along with Democrats.
The House returns in November, after the midterm elections. DLA Piper notes that the bill may not advance before the 120th Congress convenes in January 2027. Bills not enacted in the current Congress generally have to be reintroduced and start the process again.
Why it matters: until there is a market-structure law, regulators are filling the gap with orders and guidance, such as the SEC exemption above. A later SEC leadership can change or withdraw those more easily than it could change a law.
How the 2026 forecasts held up
Grayscale's 2026 Digital Asset Outlook: Dawn of the Institutional Era was last updated on 15 December 2025. It made three forecasts that can now be checked:
- Bitcoin would hit a new all-time high in the first half of 2026. It did not. CoinGecko's record is still $126,080 from October 2025.
- Bipartisan market-structure legislation would become law in 2026. As of late October it has not. The Senate vote failed on 15 September.
- The "four-year cycle" would end. This cannot be tested yet. Grayscale's argument is that steady institutional buying replaces the old pattern of boom and bust after each halving.
Grayscale's broader point, that regulation and investment products would draw in institutional capital, matches the rule-making described above. Its price and legislative timelines did not come true.
A practical checklist for reading crypto trends
- Separate rules from prices. Stablecoin rules and the tokenized-stock exemption are now in place. Prices fell anyway. One does not predict the other.
- Check the effective date, not the headline date. The GENIUS Act was signed in July 2025, but the OCC rule applies from 18 January 2027.
- Ask which number you are being shown. Represented and distributed tokenized value differ by about ten times. Stablecoin totals differ by about $10 billion between trackers.
- Treat flows and forecasts as signals with a short shelf life. The early-October outflows reversed within days. Grayscale's forecast of a new high in the first half of 2026 did not happen.
- Know the downside. Bitcoin is about 36% below its high. Drawdowns of that size have happened repeatedly in crypto.
